China continues to catch up with Korea in technology know-how,[link widoczny dla zalogowanych]. A study in November found that the overall technology gap between Chinese and Korean manufacturers has now narrowed to 3,[link widoczny dla zalogowanych].8 years,[link widoczny dla zalogowanych]. The study of 608 companies in 10 key industries was conducted by the Korea Institute for Industrial Economics and Trade,[link widoczny dla zalogowanych].
In terms of technology,[link widoczny dla zalogowanych], Chinese firms were 4.7 years behind their Korean rivals in 2002 and four years behind in 2004. Korea is ahead of China by the largest margin or 4.1 years in steel making and textile industries.

In what frame of mind is President Roh Moo-hyun conducting his official duties,[link widoczny dla zalogowanych]? Are top decisions involving the country being made by a man who is in a balanced state of mind,[link widoczny dla zalogowanych]? Is the president making decisions with a grave sense of responsibility,[link widoczny dla zalogowanych]? Are we safe to leave the fate of 49 million people to his judgment,[link widoczny dla zalogowanych]? Does he still have the minimum balance left to maintain and lead this community,[link widoczny dla zalogowanych]?
His behavior on Saturday at a meeting of the Government Evaluation Forum, a pro-Roh group,[link widoczny dla zalogowanych], left us in serious doubts. And on Monday, Cheong Wa Dae even proposed holding a debate between the president and presidential hopefuls. His mindset is such as to permit this unheard-of proposal without any reservation.
Korea and the Korean public must endure another six months under such a president until election day. This may not seem like such a long time, but still enough for the president to shake the country up several times. His office gives him power to do that.
Over the remaining six months,[link widoczny dla zalogowanych], the president may become more radical. He may think he is playing a formidable role every time he sees his comments stir up controversy splashed across the front pages of newspapers. We should expect radical comments from the president every time he gets a chance. We can endure the turmoil caused by them,[link widoczny dla zalogowanych], but the problem will get more serious when the president attempts to take things a step further and use more than words to shake things up and play a formidable role.
The president said it was horrible to imagine an irresponsible party like the GNP taking power in December's election. Judging from past experience, he is not one to sit around idly to wait for that terrible things to happen. He is capable of incapacitating and harassing any member of society with a simple administrative measure, just as he is doing now with steps to curb reporters access to government officials. The fact that he made public his desire to hold a debate with the presidential candidates shows he intends to keep up his attacks against them.
The president has abundant resources and information at his disposal to use for such purposes. His predecessors had refrained from taking such steps,[link widoczny dla zalogowanych], since they foresaw the chaos that would arise if they had used such measures to interfere in the elections. But its becoming more and more difficult to expect such common sense from this president. In the end, he may even arrange a summit with North Korean leader Kim Jong-il by presenting him with a huge gift,[link widoczny dla zalogowanych], all in the name of winning votes for his favored candidate in the upcoming presidential elections. Its difficult to predict what types of irrational events will take place.
One reason the Grand National Party,[link widoczny dla zalogowanych], which seemed to be riding a wave of popularity,[link widoczny dla zalogowanych], suffered a sudden defeat in the April 25 by-elections was because President Roh refrained from making radical comments. That shows that an unbridled president can actually help the GNP. But an unbridled president can trigger insecurity for the nation and cause pain to the public. Korea has become a country where the public must fend for itself when it comes to the security of the nation and the welfare of the people.相关的主题文章:

Family members of the eight innocent people sentenced to death for their alleged attempt to reconstitute the banned People's Revolutionary Party protest as the Supreme Court upholds the sentence on April 8,[link widoczny dla zalogowanych], 1975
A National Intelligence Service Truth Committee on Wednesday said the execution of eight innocent people in April 1975 was carried out on the orders of then-president Park Chung-hee,[link widoczny dla zalogowanych], though it was unable to locate any documents with express orders. The so-called People's Revolutionary Party Reconstruction Committee incident,[link widoczny dla zalogowanych], in which the eight were executed only 18 hours after they were sentenced to death,[link widoczny dla zalogowanych], has haunted Korea for decades and been subject to several probes.
In other investigations as part of an ongoing review of the secret services’ darker past,[link widoczny dla zalogowanych], the NIS committee also found that agents used torture to extract false confessions in the 1975 episode as well as two earlier ones,[link widoczny dla zalogowanych], the original People's Revolutionary Party incident of 1964 and the National Democratic Young Student League incident of 1974.
Chief investigator Ahn Byung-wook said it was “reasonable to conclude” that the order came from the president,[link widoczny dla zalogowanych], given that the men were sentenced to death on April 8,[link widoczny dla zalogowanych], the same day that the notorious Presidential Emergency Decree No. 7 was enacted,[link widoczny dla zalogowanych], “and the execution needed the close cooperation of the Defense Ministry and the Ministry of Justice." The committee made it clear that the victims in the two other incidents “were unfairly accused of being insurgents as a result of the investigation policy of the [now defunct] Korea Central Intelligence Agency.”

Korea's unmanned tilt-rotor aircraft,[link widoczny dla zalogowanych].
Korea has developed an unmanned aircraft that can take off vertically by spinning its propellers like a helicopter and then level off by tilting them forward,[link widoczny dla zalogowanych].
The Smart UVA Development Center under the Ministry of Commerce,[link widoczny dla zalogowanych], Industry and Energy said Thursday that it successfully tested the unmanned tilt-rotor aerial vehicle at the Korea Aerospace Research Institute's aviation center in Goheung,[link widoczny dla zalogowanych], South Jeolla Province on Nov. 22. The center also successfully conducted another test of the aircraft in a publicity event on Thursday morning.
A combination of helicopter and propeller plane,[link widoczny dla zalogowanych], tilt-rotor aircraft can "tilt" their "rotors" depending on flight conditions. They can land and take off without runways like helicopters by tilting the rotors up,[link widoczny dla zalogowanych], and travel long distances at a high speed like propeller planes by tilting the rotors forward while in the air
They were first developed as transport planes and adopted by the U.S. Marines,[link widoczny dla zalogowanych], but no country has successfully produced them as reconnaissance planes. The Korean aircraft that was tested is a prototype that is 40 percent of the size of the intended final version,[link widoczny dla zalogowanych], which is due for testing in 2009.
The center's director,[link widoczny dla zalogowanych], Lim Cheol-ho,[link widoczny dla zalogowanych], said that unmanned tilt-rotor planes are suitable for Korea's mountainous geography which is ill-suited for runways. The planes will be used for various purposes such as weather and environment surveys,[link widoczny dla zalogowanych], forest-fire fighting and transportation monitoring,[link widoczny dla zalogowanych], he added.

Israeli troops near Lebanese border ,[link widoczny dla zalogowanych]
Israel's Army Chief of Staff,[link widoczny dla zalogowanych], Lt. General Dan Halutz said the military will send ground forces into Lebanon as needed. Israeli troops have already begun massing along the Lebanese border and additional reservists have been called for duty.
Several thousand reservists have been called to active duty and throughout the day Friday Israeli troops and equipment massed along the Lebanese border,[link widoczny dla zalogowanych].
Israeli soldiers have engaged in fierce gun battles with Hezbollah fighters inside Lebanon in recent days and indications were a larger offensive was to follow,[link widoczny dla zalogowanych].
Speaking at a nationally televised news conference,[link widoczny dla zalogowanych], Army Chief of Staff, Dan Halutz said Israel would send ground forces into Lebanon as needed.
But,[link widoczny dla zalogowanych], the general spoke of what he called limited ground operations.
He said 100 Hezbollah fighters had so far been killed in the offensive but provided no details.
Israel has been carrying out daily air strikes across Lebanon since the hostilities began over a week ago. The focus,[link widoczny dla zalogowanych], the military says,[link widoczny dla zalogowanych], are suspected Hezbollah strongholds,[link widoczny dla zalogowanych], particularly in the south of the country. Israeli planes have dropped leaflets warning civilians living within 30 kilometers of the border with Israel to leave.
Hezbollah has sent hundreds of rockets into northern Israel over the past 10 days,[link widoczny dla zalogowanych].
U.S. Secretary of State,[link widoczny dla zalogowanych], Condoleeza Rice announced Friday she will travel to the region on Sunday to promote a diplomatic solution to the crisis. "The goal of my trip is to work with our partners to help create conditions that can lead to a lasting and sustainable end to the violence,[link widoczny dla zalogowanych]," he said.
Rice will also attend an international conference in Rome next week to discuss the conflict.

Policemen detain a protester as he holds a banner at the beginning of the flame-lighting ceremony for the Beijing 2008 games in Ancient Olympia,[link widoczny dla zalogowanych], 24 Mar 2008 French President Nicolas Sarkozy says his country will not rule out a possible boycott of the Beijing Olympics,[link widoczny dla zalogowanych], if China fails to deal responsibly with the recent unrest in Tibet.
Mr. Sarkozy said Tuesday he wants to see dialogue between Chinese leaders and representatives of the exiled Tibetan government. France has so far rejected an Olympics boycott,[link widoczny dla zalogowanych], but Mr. Sarkozy said a final decision will depend on how China handles the situation in Tibet.
The French leader's remarks echo calls from other world leaders for China to stop using force against Tibetans and meet with Tibet's exiled spiritual leader,[link widoczny dla zalogowanych], the Dalai Lama. On Monday,[link widoczny dla zalogowanych], Mr. Sarkozy offered to help facilitate talks between China and the Dalai Lama.
Most world leaders are opposed to the possibility of a boycott, stressing that the Games are a sporting competition, not a political event.
On Monday,[link widoczny dla zalogowanych], human rights protesters disrupted the lighting ceremony for the Olympic torch in Ancient Olympia,[link widoczny dla zalogowanych], Greece. After the ceremony,[link widoczny dla zalogowanych], pro-Tibet activists tried to block the torch's relay course as it began its journey to the Beijing Summer Games.
China called the protesters' actions "shameful" and it has urged authorities in countries on the torch route to ensure smooth transit,[link widoczny dla zalogowanych].
Chinese state media have made no mention of Monday's protests, and have called the lighting ceremony a success.
The torch will now travel to Athens,[link widoczny dla zalogowanych], site of the first modern Olympics. From Athens it will be flown to Beijing before embarking on its trek across the globe in the run-up to the August Summer Games.
On one leg of its journey,[link widoczny dla zalogowanych], the torch will pass through restive Tibet to Mount Everest. Human rights groups have called for a ban of that part of the journey until China agrees to allow an investigation of the recent unrest.
Some information for this report was provided by AFP and Reuters,[link widoczny dla zalogowanych].

Full breasts are on an,[link widoczny dla zalogowanych], ahem,[link widoczny dla zalogowanych], upward curve in the West,[link widoczny dla zalogowanych], but is the same true in Korea? Do women here covet the ample bosoms of their Caucasian counterparts? Plastic surgeons say no, since Koreans have a smaller frame. Most women who want to undergo breast augmentation surgeries want to have B-cup breasts (250 cc). But what a C-cup chest is for a big-boned Western woman may be a B-cup chest for a Korean woman: the right curvy proportion.

That is why Koreans studying in Western countries often come back home during school holidays for their augmentations. Lee Sang-dal,[link widoczny dla zalogowanych], who runs the MD Clinic, said students studying abroad or overseas Koreans make up 20-30 percent of patients undergoing breast augmentation here.
Having breasts that are too large for your body size can cause various health problems. Specialists say,[link widoczny dla zalogowanych], for instance,[link widoczny dla zalogowanych], that they often suffer shoulder pains. They also get heat rashes in humid weather if their breasts are large enough to rest on their stomach and block sweat ducts in that area. Bras only make their shoulders and breasts feel tighter. Women whose breasts are too large can have problems with their circulation and hormone system and are exposed to greater risks of abnormal symptoms in their breasts,[link widoczny dla zalogowanych], Lee says. In addition,[link widoczny dla zalogowanych], they find it more difficult to spot tumors in their breasts and sometimes come to see a doctor too late. That is why many women get breast reductions. Shim Hyung-bo,[link widoczny dla zalogowanych], who runs plastic surgery Njelim BARAM Breast & Body Center says they can also reduce them a little by working out and changing their diet.

South Korea agreed with the U.S. that military threats from North Korea like the buildup of conventional weapons remain and vowed to deter a war on the Korean Peninsula and maintain stability in the Northeast Asian region through their joint defense system. In the 29th bilateral Military Committee Meeting at the Defense Ministry in Seoul on Tuesday,[link widoczny dla zalogowanych], Chairman of the Joint Chiefs of Staff Kim Kwan-jin reached the agreement with his visiting U.S. counterpart Adm. Michael Mullen. They also vowed to work together for the smooth transfer of wartime operational control of Korean troops to Seoul.

A hike in Koreas key interest rate may at last be in the offing after the rate was again frozen on Thursday for the ninth straight month,[link widoczny dla zalogowanych].
While the Bank of Koreas Monetary Policy Committee on Thursday froze the overnight call rate charged between banks at 3.25 percent,[link widoczny dla zalogowanych], central bank Governor Park Seung hinted at a hike in the second half of the year by saying he would immediately review monetary policy once the economy shows tangible signs of recovery.

Park told reporters he became increasingly confident about an economic recovery due to various promising economic indices and the results of the banks own studies since July,[link widoczny dla zalogowanych].
Park predicted a recovery in domestic consumption would offset a slowdown in exports and gradually help the economy regain strength in the second half,[link widoczny dla zalogowanych], much as the BOK had expected.
Park dismissed fears of a dramatic capital outflow due to higher interest rates in the U.S. after the Fed raised its key interest rate by another quarter percent on Tuesday,[link widoczny dla zalogowanych], saying capital outflow was related to long-term rather than short-term rates. He said Korea had nothing to worry about a capital outflow since the countrys long-term interest rates remained higher than those of the U.S.
Park said the head of a commercial bank who recently said the age of low interest rates was over could be right given the movement of market interest rates,[link widoczny dla zalogowanych].

Revkjavik in Iceland and Zurich in Switzerland co-ranked at 6th place while Frankfurt in Germany and Helsinki in Finland both ranked 9th. Five Asian cities ranked within the top 20,[link widoczny dla zalogowanych], including Singapore at 14th and Hong Kong at 16th.

The Seoul Western Prosecutors Office applied for another arrest warrant for the disgraced curator Shin Jeong-ah and ex-presidential aide Byeon Yang-kyun on Tuesday,[link widoczny dla zalogowanych]. The Seoul Western Court will review the applications on Thursday afternoon,[link widoczny dla zalogowanych]. A prosecutor predicted the court would grant the warrants since prosecutors presented solid evidence against Byeon and added several more charges against Shin,[link widoczny dla zalogowanych]. The court rejected an earlier application for an arrest warrant for Shin on Sept 18,[link widoczny dla zalogowanych].
Prosecutors are charging Byeon with abuse of office,[link widoczny dla zalogowanych], saying he used W1 billion (US$1=W919) and W200 million from state coffers to give illegally subsidies to the Heungeok Temple in Ulju and Bogwang Temple in Gyeonggi Province to reward temple authorities for giving Shin a job at Dongguk University. The former presidential secretary for national policy is also accused of corruption since he pressured corporations to contribute money to the Sungkok Art Museum when Shin was chief curator there and eased regulations for the companies in return. Shin also faces corruption charges since she is suspected of taking kickbacks from donations.
Shin is also accused of obstruction of official business,[link widoczny dla zalogowanych], a charge arising from presenting fake credentials to Dongguk University and the Gwangju Biennale,[link widoczny dla zalogowanych], Koreas leading contemporary art exhibition,[link widoczny dla zalogowanych], to get her jobs there. Shins receipt of W20 million from Sungkok Art Museum Director Park Moon-soon in return for pulling strings so Parks husband,[link widoczny dla zalogowanych], the jailed former Ssangyong Group chairman Kim Suk-won,[link widoczny dla zalogowanych], qualified for a special pardon,[link widoczny dla zalogowanych], is also included on the charge sheet.

The Labor Ministry on Thursday confirmed it is cutting the period before foreign laborers can be re-hired by their old employer in Korea from six months to one month,[link widoczny dla zalogowanych].
The measure follows complaints from small and medium-sized businesses,[link widoczny dla zalogowanych], the biggest employer of overseas labor,[link widoczny dla zalogowanych], that the current system is wasteful since experienced workers who had been on the job for three years have to be replaced by new ones in need of training.
Under the new rule,[link widoczny dla zalogowanych], employers have to get a recommendation from the Labor Ministry before foreign workers leave Korea which allows them to be rehired by their old company.
The regulation goes into effect in August 2007,[link widoczny dla zalogowanych], when the three-year work permit of foreign laborers who came to Korea via that system expires. Under current rules foreign workers are banned from Korea for six months after their permit runs out.
